Any Central Government department or agency using Microsoft Dynamics 365 with an enterprise agreement that came into play before October 2019 are more than likely on what Microsoft call the Customer Engagement Plan.
Microsoft’s Customer Engagement Plan was a licensing suite made up of D365 Sales, D365 Customer Service, D365 Field Service, D365 Project Service Automation and D365 Marketing.
However, it was retired for new customers on 01st October 2019 and as of 01st January 2020 existing customers haven’t been able to renew it… meaning they’ll need to come to a new agreement with Microsoft to continue to use Dynamics 365 when their current contract expires.

The new options available to Central Government customers are much more flexible, allowing users to identify which apps are required for all their various user profiles and then only having to purchase licenses for the selected ones and, where multiple apps are required, a base license can be purchased at full price, with additional app licenses ‘bolted on’ for a reduced price.
However, there’s no direct mapping between the old model and the new, which means customers must analyse what functionality their users require and then try to align the correct apps to the correct users.
Unfortunately, almost all licensing resellers have chosen not to get involved with that mapping process, referring their customers to 3rd party Dynamics technical partners like cloudThing instead.
